There are databases produced by the National Library of Medicine that address this issue.

Health Services Research (HSR) PubMed Queries provides specialized PubMed searches on healthcare quality and costs. This specialized filter is intended for researchers, clinicians, health policy analysts and planners. This filter will assist in searching PubMed for: appropriateness, process assessment, outcomes assessment, costs, economics, qualitative research, or quality improvement. Searches can be further limited to a broad (sensitive) or narrow (specific) search.

Health Services/Technology Assessment Texts (HSTAT) is a free, Web-based resource of full-text documents that provide health information and support health-care decision making. It includes evidence documents, technical reviews and guidance and research on methods, and clinical practice guidelines consensus reports. An HSTAT Fact Sheet is also available.

HSRProj (Health Services Research Projects in Progress) contains over 10,000 active reports. HSRProj is a database of citations to research-in-progress funded by federal, state, private organizations, and foundation grants and contracts. It provides access to information about research-in-progress before results are available in published form.  An HSRProj Fact Sheet is also available.
