Edit the entry in your EndNote library for either corporate or group author names by putting a comma after the name:

New York State Department of Education,
Stony Brook University,

The comma will not appear in the formatted reference, but this way EndNote will not try to divide the name as it does for individual authors (i.e., last name, first name). If the group or corporate author name includes a comma in the name, then put two commas in place of the first comma:

University of California,, Santa Cruz
