As far as I can find, the only way to get online access to the Congressional Record from that date would be through a library that has a subscription to a commercial database that would provide the full text. Although we have ProQuest Congressional Universe we do not have the funds to purchase the Congressional Record full text online.

We do however have the print edition of the Congressional Record for the 65th and 66th Congresses and they seem to be complete. They can be located in the Government Document section of the Central Reading Room. 

Both GPO and the Library of Congress are in the process of digitizing the Congressional Record but neither of them have those volumes online yet.
