Kristen Nyitray, Head of Special Collections and University Archives, searched in George Washington's diaries and papers at the Library of Congress, but there are no results for that phrase.

She said, "An author writing about the spy ring may have made that statement. Morton Pennypacker's book can be searched online, but he didn't state that in General Washington's Spies on Long Island. There is also no reference to it in Alexander Rose's Washington's Spies."

We also didn't find the quote in Google Books in general.

It is somewhat unlikely that the quote came from Washington, as the operations of the Culper spy ring were covert.
